21. Biting Through
Be clear and just in your decisions. It is not always easy to enforce the rules, but with a fair attitude and righteous purpose, it is the right thing to do.
At the beginning: When evil is first noted, it is usually small and insignificant. Destroy it early with no difficulty.
In the second place: Corrective action is needed to eliminate destructive behavior.
In the third place: You are the victim of other people's shortcomings and there is nothing you can do except wait.
In the fourth place: Your actions must be direct and powerful. Follow through to achieve results.
In the fifth place: Once you have found your true path it is easy to follow.
At the top: It is wise to listen to advice, even when you rule the world.
